Hi,
I installed the 2017.1 a few days ago and the progress bar did not complete.
For my case it was the Problem that i was not logged in as admin.
Solution:
cancel installation
log out
log in as admin
installation restarted automatically ( if not, restart installation)
since you are installing the service pack i would go directely with this
