Hi everyone!..
I had faced the issue in Project base point and survey point.

If I am change the strat up project, project base point, the coordinates of the Element does not changing I dont know why?
It would again take the start up project, project base point location only for all Element.

Test and follow these steps ...without missing any step..

( In section view or elevation view showing levels )

1. Keep Survey Point - Internal at ( N/S0, E/W 0, Elev 0.0 ) ( Reveal hidden elements and make survey point and base point visible )
2. Change Levels Parameter: Elevation base : Survey Point ( default : Project base point )
3. Make changes to Project Base Point.. For Ex : Elev 5000

 

This will sort your problem..
