Per the title, every time I've clicked the array tool for any element it always gives me the whole "place request" error. This is an issue because I can create brand new elements and immediately after it will still give me that error even when no one else is in the model or has been in the model that day. It only happens with the array tool as far as I can tell. Not once has it let me use the array tool in the past couple weeks (maybe when I installed an update for Revit?) without giving me this error.
Does anyone know if this is a known issue and/or if there is a solution? I've been trying to use dimensions and do math in my head to do the same operation as the array tool instead.

From your description it sounds like you are seeing the error “Can’t edit the element until “User” resaves the element to central and relinquishes it and you Reload Latest. With the option to Place Request or Cancel.
If this is happening for new elements that you created, I would guess that the element which you can’t edit isn’t the one you just created, but is connected/related to this element.
To find the element that is preventing the operation, try using the Expand button to see what element(s) this error is referring to.

Have you tried running a repair on the Revit? Sometimes weird things like this happen when Revit needs a fix... It's about a 30sec operation from the Control Panel >Programs & Features...
I ended up getting the user who was "causing" the error to log in and sync and then it started working again. The elements I was trying to array were detail lines that I had just created so they couldn't have possible been touched by anyone else, so I still think it is a bug to have that error come up in the first place.

Without digging into the specifics of what elements are being called out in the error dialog (expanding the dialog and seeing all of the affected elements), it is hard to say if what you were seeing is normal or not.
When modifying an element, Revit needs to propagate the change into connected/associated elements. This means that when using the array command on elements that you created, Revit may still need to take ownership of other elements which are or could be impacted by this change.
