i want to add a parameter for railing in revit so that i can change the length of the individual rail irrespective of the path length. Can anyone help me

Working with the Railing types (system families) it isn't possible, like the previous reply said.
If you create an In-place Family assigned to the railing category you have the options available to the family editor. It will be a railing but it won't use the built-in railing features, you'd have to build all the parametric behavior and decisions into your family.

You'd have to describe what you're really trying to accomplish. What sort of railings you'd be able to create if you could do what you're asking for. The Revit Ideas site is where Autodesk would like you to post your idea.
The key to making it into reality is how well you describe what you want, how achievable it is, and its timing with other ideas/features that have been committed to/planned for.

When you create a sketch you can use multiple segments to control where posts are placed. If you show a picture/sketch of what you want to end up with it might help point you toward an existing solution.

I'm uploading a photo of the rough sketch, this is what I am trying to do, to have the length of each individual rail, I can change the end post and start post offsets, but there is no option for changing length of individual rail, as all the rails have same length as the path sketch.
I also tried to make a separate family as you said, but I don't know how to change the number of balusters as per my requirement. if you can help me it would be great,

Just thinking it through in my head:
-Top Rail @ top w/ extension +2
-Hand Rail @ middle w/ extension +1
-Rail @ bottom w/o extension
-Baluster. (Rail Length/3=Distance from Previous). Offset +1

If you use top rail or handrail you can change their length to different (longer) than the path length. You can also stack multiple rails at the same location and varies their length. Can you share a picture of what you are after?

You can totally do it. There is one top rail and two handrails that you can use to get there.
Not understanding you. Is Baluster placement based on Length or by Type?
...sounds like you're talking "Types" now. Create 3 Types then.
If you are looking for 3 or 4 types of variation within the raining, its not possible as a instance parameter..
just create 3 or 4 different Railing types... name them accordingly so that you can switch easily..
That way people modelling it will know the difference..

I think of the Baluster Design section in the same way I regard wall paper. Wall Paper designs are designed on a fixed repeating pattern. Laying out wall paper properly requires working out the length of the walls in a room and deciding where the pattern must begin and where it is acceptable for the pattern to end. It does not always work out cleanly or in a simple way.
It is possible to design in a very specific pattern if you add as many balusters as you want with specific distance between each of them. The overall pattern and length of the railing has to be included in the design. As such it won't work for a shorter or longer length. Once it is designed it is quite easy to place as many copies as required.
This blog post of mine describes one approach to deal a repeating pattern for a fixed size railing that in my case was intended to span between columns but in a consistent size. I just used a stock baluster panel in the post but it was something else ultimately.
