Revit is now exporting files to AutoCAD with only the "0" layer. No other layers or information. As of December 2018, full CAD file was accessible. Note: an image of the cad file is visible in windows.

Revit export settings are the default. No issues a few weeks ago though - same settings. Could .rvt file size be an issue on an aging machine with mid/low grade specs?
I was able to get a smaller floor plan to export, all layers/linework visible, and did it by exporting to 2018, then opening in CAD 2019. I can see the .pat's loading and watch the % of completion - it looks like the export is happening in slow motion.
Larger plans exported to 2013 or lower and opened in CAD 2014 LT are all empty (sim to attached previously)
That is correct - exports the 0 layer only, but the export settings are the default, and the file exported with no issues a few weeks ago
Can you share a diagnostic date with us to investigate further?

It seems that at least one other individual in our office is experiencing the same issue. Similar machine and specs to mine.

Were each of the other files in that folder exported from Revit? Have you tried exporting to a different location (perhaps on your C drive) to see if it makes a difference in the output?
I tried to export to the desktop, but no luck.
On a lark, i decided to reduce the file size and this seemed to have fixed the issue.
I deleted some shopping carts from the model and I can now export to .dwg
For my older "workstation" machine (circa 2014), the limit seems to be about 150MB.

I've exported from some pretty heavy views from some very large models and have never seen this happen. But, glad you worked it out.
Edit: the file that was able to export was a backup from December. Newer files, even ones with reduced footprints, are still exporting with just the "0" layer.
I thought I'd fixed the issue by reducing the file size, but the problem is persisting. Only the "0" layer exports to CAD from Revit. This is the case for all but the oldest backup file from the middle of December.
Do you need any further diagnostic data?
Has there been a solution for the issue found yet? I and others are starting to have this happen now.
Is it a file size issue. The file we have it happening to is not very big as Revit files go, 122 meg.
It does have a 107 meg file linked into it. Could that be the issue? I will try it without this linked file and let you know.

My problems were solved by installing the service update - I'm now running 2019.2
Previously had issues with 2019.1 exporting to .dwg. Sent to Autodesk for troubleshooting, and after some back and forth, we determined a likely culprit to be an imported .skp. Other files without imported geometry worked fine, even with 2019.1.

Just checking in to see if you were able to get the empty file issue fixed.
Honestly, I couldn't tell you exactly why the update worked for me. It could very well have been something else entirely, but my original issue seemed to be imported sketchup geometry (which was solved with the update). The issue could also have been a bug with the linked file, which didn't turn up when I sent all files to Autodesk for analysis.

I have not found a fix yet. There is a work around we that we have been using that seems to work. Get out of Revit, clean your %Temp% folder and empty your recycle bin. Then get back into Revit and export your DWG files right away.
I have downloaded the newest 2019.2.1 update. But have not installed it yet. We will need to see if it is a fix for this issue.

... the problem continues in Revit 2020 (currently 2020.2)!
Revit makes an empty dwg file of 3kb.
