The callout heads seem to be missing from Revit 2018? Fresh install.
Are you sure they're missing, or just not defined under the "Symbol" parameter in the Level Type Properties?
Good question. When I go to edit - type the symbol seems to be missing?
odd. So you have none in Project Browser. Wonder what else you're missing? Maybe @Viveka_CD can assist here?
Yea, that's a great question. This is a fresh install but our office doesn't typically use Revit. I'm helping with the transition. I'm sure I can always download a section family and add it but I'd like to work out from the system files...

You have to load a Callout Head type.
After loading, Please go to your Manage tab, Additional Settings, Callout Tags. Let me know if this helps.
You can also create a callout head family

How do you load a callout head type? Is it not included with the default install?
Doesn't sound like you can, if you don't have the library. Could be there, but just pathed wrong during your install of 2018.
But if you can find the library, you'd just load it into project like any other family. Still, I wonder if it wouldn't be better to a clean uninstall/reinstall.

You have to load the family from Insert>Load family> Annotation> Callout Head.rfa or Callout Head w Sheet-Ref Sheet.rfa

Since they are missing, looks like i'll have to track down annotation system families and redownload?
I don't think those are call-out heads in your photo. I think that's a Level. So, you would be missing a type of Level Head.

Yes, you have to download and install, since they are missing from your annotations folder.
Annotations are loadable families are created in external RFA files and imported (loaded) in your projects.
The below links represent the Family Templates, Project Templates and Family Libraries provided within the Revit 2018 product installation for all supported languages and locales.
To apply the content files:
