I am having the same problem described in this article but with Revit 2018 and Windows 10:
I've tried using multiple PDF writers, adjusting the resolution of my screens to both be 100% and 125%, multiple versions of Revit (2018 and 2019), updating all revit products and installing all windows updates, testing multiple fonts, reinstalling revit, reinstalling all the associated fonts, reinstalling all of the plotters and plot settings, and nothing is working. PDFs plot fine from other programs like Word.
I am working on a Windows 10 PC connecting to a remote desktop using Citrix Receiver.
I don't think the font is relevant. I tried it with multiple fonts and got the same result each time. These were both standard fonts installed with every machine (Arial) and custom fonts specific to my company.
I would love to hear if you get an answer on this. All of the older posts on this topic end up pointing to this hotfix, on microsoft's support site:

However, if you try to click through and get the hotfix, it is not available anymore. Maybe because windows stopped supporting windows 7 in January? I don't know...
