Revit 2018 Cannot switch between program screens

Hello, I recently upgraded workstations and am now having trouble switching out of Revit 2018 to other programs (Outlook, Chrome, Calculator, etc.). The only way I can access these windows is if I minimize Revit, otherwise, no matter how many times I click on the icon in the taskbar or press Tab+Alt, Revit always stays on. Is this a Windows setting I need to adjust? Never had this problem with the previous workstation (ran Windows 10 and Revit 2018 as well).

Visual Effects may have been turned off on your workstation.

Take a look here: https://www.thewindowsclub.com/disable-visual-effects-windows

Hopefully you have access and the IT Trolls haven't locked down workstations too much.

Thanks mpwuzhere, somehow by restarting the computer a couple of times the problem has disappeared. I am working with IT to verify the information you sent is correct. Thanks for the help!
