Can I work using REVIT 2018.0.0.420, while my partner is using Revit 2018.3 ?
Can we share files with different updates?

You CAN, but you SHOULD NOT--as the file may become corrupt.
Best practice is to have all users on EXACT same build.
agreed is there a reason you can’t install the 2018.3 update?

It is recommended that all users are on the same build - they come with a number of hotfixes and patches and helps minimize model data corruption.
To make sure that the issue you are seeing is not something already fixed in one of the product updates, I would suggest checking the Desktop App to see if there are any Revit updates available. For information on using the Desktop App see the following article: About the Autodesk Desktop App
