A few of our users have noted an odd behavior with the Properties window in Revit 2017.2.1. If the window is undocked (i.e. moved to a second monitor screen) the first column in the window is reduced to be very skinny on project launch (see attached image). Once resized, the column width remains stable until Revit is closed and restarted, at which time it reverts back to the reduced width.
Our users who have their Properties window docked and/or tabbed are not experiencing this issue.
I know this is really just a minor annoyance, but is this a known issue with a current or planned fix?

Try replace the users' Revit.ini with the one from another user who doesn't have the same issue.
[drive letter]:\Users\[username]\AppData\Roaming\Autodesk\Revit\Autodesk Revit 2017\Revit.ini
p/s: I don't have the issue so I am not sure if it works, but worth a try.

All updates and hotfixes available have been installed. I tried swapping out the Revit.ini file for one from an OOTB installation, but it had no effect on this issue.

Also can you try Program Repair:
Windows Start > Control Panel > Programs > Programs and Features > Uninstall a Program > “Uninstall/Change" > “Repair or Reinstall” > Repair

Thanks, changed my language to what I assume is Chinese. Now I have to search for a fix for that, or learn Chinese. Oh, and it didn't fix the original problem.
