Go to Control Panel--> Programs --> Programs and Features

Find Autodesk Revit Content Libraries 2016 and double click....when the splash screen pops up select "Add or Remove Features"

Select the proper libraries, and select OK.  It will download the libraries.

If you want to copy from another computer you can do that too...they reside at:

c:\programdata\Autodesk\RVT 2016

Keep in mind it's 2-3 GB in size.

So.....9 months later after posting this I find out double clicking the Revit Content Libraries 2016 DOES NOT WORK with Windows 10.  Nor does it work with Revit 2017 which is supposed to be Windows 10 compatible.
