We just had an intern duplicate some levels on a project. She did so because she thought that was necessary to create new floor plans. We had to delete the levels and we lost the floor plans she created. It got me thinking... Can we restrict certain Revit commands from certain users? Such as level creation? Or somehow restrict everyone in the office from creating new levels after a certain point in the project? I've noticed that poor levels management is a common problem.

As you use Worksharing,
make the Workset Level and Grids - Editable
Thus, no one but you can work in this Workset.
If someone else wants to make changes to this Workset , that needs your special approve..

No you can't restrict users from using tools provided in the program. Create A user manual for intern listing DOs and DON'Ts and hand it to them.
For this specific case, you could have copied pasted aligned to level to bring her work to the correct level prior to deleting her level.
