Is there a way to reference views from a linked file? Or do we have to go the dumb text tag route? I was reading discussion threads dating back to 2016 and was curious if anything has changed.

Nothing has changed....but I don't use dumb text, I create a sheet in my model with the view added to it that matches the linked file. View might be empty if you go to it, but the tag isn't dumb if I change the sheet or number to something else.

I don't understand the benefit. The blank Sheet Number and View Number have no relationship with the actual information stored in another file. If the numbers in the other file change, you still need to update the blank Sheet and View numbers in your project. It's no different than using a Generic Annotation symbol, just more work and bloating your Project browser.
When you are referencing a detail sheet for example, there is a huge benefit if the sheet number changed. Change one sheet in your model it updates all callouts in your entire project. Think about how long that will take if you used a dumb annotation symbol.
This is a valid point. But you can do the same thing via a note block schedule of the annotation symbol grouped by Sheet number label.
But I can see another benefit using blank sheet/view over generic annotation is you can use any kind of call-outs, sections, elevations, view references, etc...
