How do I turn on the Reduced Levels on Revit? Is it under a different name that I'm unaware of? Here's a picture with the levels highlighted that I'm trying to turn on for my existing site view.

It sounds as though you mean Spot Elevations. Look under the Annotate tab
it might be worth pointing out spot elevations are view specific - if you have placed them in one view - you have to place them AGAIN if you want to see them in any other view

To be more clear, there is a visibility control for Spot Elevations on the Annotation Categories tab of the Visibility Graphics settings for a view. If those are actually Revit Spot Elevations, and they do exist in a particular view, then they can be turned on or off as a category there.
If they have been hidden on a "by element" basis, you will only be able to find them using the Show Hidden Elements tool, and they will need to be unhidden by-element to get them back.
And, as has been mentioned in the previous post, they are Annotations, which are view specific, not existing in the 3D model. So they only show up in the view in which they were created. If you want them in more than one view, you will need to copy them and paste them, probably using the Align to Selected Views option.
If they are NOT actual Revit Spot Elevations - perhaps your picture is of a linked in dwg file, or perhaps somebody manually created them with a text annotation instead - then you will need a different solution.
