What do you think would be the most suitable form to create a rail panel from the attached dwg.

Depends.....what is needed?
My first thought would be to not model that panel (too detailed/complex).
-Use a simple panel and use 2d drafting views for detailing
-Second option might be to create a material with image of the panel
Will look right or wrong depending on from which side you are looking at the panel
-Third option might be a simple panel and do some work in a image editor (e.g photoshop)
-Fourth option, create a baluster panel and use the dwg as overlay to create extrusions.
-Fifth option, create the whole railing or stair as a loadable family.
Issues will arise. The panel in dwg has a certain dimension and angle. You will have to replicate this in Revit. For example, if you use baluster panel with extrusion and then load it into Revit where the panel has different angle and size your panel will break. If you start or end with a different size (e.g half panel) you will have to make separate families for this.
First option is the quickest and least impact on the project performance. Last two options will take a lot of work and might have an impact on filesize and Revit performance.
But again, it depends on what is needed for the project

I like a good challenge, and I tried a few tricks in Revit with extrude or sweep, but I found that the best approach would be modelling it in 3d Max.
