I thought you could post rvt file as well …anyway, what the error basically means is that the base and base offset settings for the baluster/post cannot be above top and top offset.

I dont'have this problem with metric template and I'm using Revit 2017.

Can you show us the rail element dialogue? You are using "Rail 1" as your top host and have a -100 offset from that element. You also have a 100mm offset above the host so I assume your "Rail 1" is likely not 200mm + above the host which is causing the error. Balusters have a 0 height.
