"Has No Value" Filter Not Working On Elements From Linked Models. Bug?

Please see attached models for demonstration of issue. It appears that the "Has No Value" filter is not including elements from linked models. Is this a bug in Revit? Maybe this is issue is parameter type specific? Any input from others or escalation to get this fixed would be appreciated.

Kind of makes sense to me.  The Parameter has a NULL value because it isn't activated in the Link.  Just like Yes/No Parameters.  Yes/No Parameters won't report as being Yes or No if they aren't activated.  The default state is NULL.

Yes, and I would think that a null value should be equivalent to "has no value." What other meaning would the phrase "has no value" denote? The filter operates this way on elements in the host model after all.

VALUE.  Null is not a VALUE.  But I understand your point. It's a point that has been made and debated many times over the years on this Forum.
