I have a similar issue in this vein. I'm trying to publish coordinates to a linked revit file and it will not under any circumstances accept the coordinates. I see that every attempt to publish shared coordinates does make the project info workset editable as you mentioned. But despite opening the file and setting to non-editable and reloading the link in the host file, I keep receiving an error that the coordinates cannot be shared because it changes more than the coordinates and affects models owned by me. There are no links at all in the file. No worksets are owned. Nothing. There should be absolutely no reason why this file cannot accept the coordinates. I'm totally stuck. Autodesk, I think I have encountered a glitch in the shared coordinates process that I need your help to resolve. Please help to provide a solution or a way I can can send you the file so you can repair the code.

This maybe caused by a team member using the Publish Shared Coordinates workflow.
Can you share the file to troubleshoot this issue? I can send you a private folder if you want.

The team was able to reproduce this behavior when simply re-saving the model > linking it into a new blank model > attempting to publish coordinates.
Details below:
IF there were DWG links we would suspect this:
But there are no links. Instead, regeneration seems to take longer than it should, and we trigger the You cannot save the link because it changes in more than just shared coordinates, which can invalidate local files owned by you message when attempting to save the host model.
We also trigger the following internal-only DBG_WARN after the customer-visible message:
DBG_WARN: cantSaveSourceBecauseItIsCentralWithTooManyChanges should never return true (SPR 108802). Changed ids are: 47144 47145 996726: line 432 of RvtLink\RvtLinkUI.cpp.
Those changed ID’s mentioned in the DBG_WARN are the element ID’s in the linked model:
47144 (location data)
47145 (shared site)
996726 (Column)
If we open the "problematic" model directly there is a very long delay for any location changes in this model (such as when you link in a RVT and acquire coordinates). The same delay occurs, but you can save in that case.
Please try to fix the model as follows:
(This approach is similar to “resetting” the shared coordinates on this file. Similar to this post http://revitoped.blogspot.com/2012/04/reset-shared-coordinates.html
It still works for us after saving \ closing \ re-opening the host and publishing coordinates again.

Your posted procedure has solved the issue! What was interesting is that I had previously tried doing almost the exact procedure in my own troubleshooting efforts: I had created a blank project to reset the "problematic" model's coordinates but, I did not create any geometry in that file. I only had reference planes to make it visible when linking and acquiring coordinates. This still led to the file failing to acquire the shared coordinates. Can you confirm what adding the wall does in the file that is different from reference planes? I want to make sure I understand a little more detail into why this was able to succeed in your process versus mine.

This approach of creating a new Revit file with a wall was basically used as one of the many tests to reset the shared coordinates.

Hi,
I have this exact issue and when I attempt to acquire coordinates from the new model with wall (created from default template and linked origin to origin) I get the error "Unable to make necessary workset (project info) editable in linked file in order to change the shared coordinates. The suggestions to fix this error are that either the file isn't workshared (it is) or a user has the worksets checked out (they are not).

I figured out the issue. If you have links in the file you are attempting to reset coordinates in, you have to select each link, click Shared Site and select "Do Not Share Site Of Selected Instance". Then you can Acquire Coordinates of the reset file that you linked in. Don't forget to remove the linked reset file before saving. You can now close and move onto step 6 above.
Regarding the mention of my blog post earlier, I've written something more recently regarding Revit's ability to remember more than one file's relationship with it, necessitating the extra step you mention.

I know this problem already has a solution, but I was having a similar problem.
Solved it by:
- used eTransmit to create a detached copy.
- relinked the detached copy in the host file.
- Positioned the detached copy in the host file, and saved the coordinates back to the detached copy.
- Moved the detached copy back to the server and made it the central copy again.
This seemed to get it out of the worksharing problem.
