Publish coordinates bug?

First, I apologize if this issue is treated in another thread.

The issue is, that when I have a model where I have set up coordinates, and publish these coordinates to a linked model, I encounter a problem that I noticed for the first time in Revit 2016, now I see it again in Revit 2018. I suspect it is the same in Revit 2017.

When publishing coordinates to a linked model, I create a new site in the linked model, and publish the coordinates to this new site, with the purpose of leaving the Internal site intact at 0,0,0. What happens though, is that the coordinates are published to both the new site and the Internal site. It makes no difference if I create the new site directly in the linked model before publishing, or if I create the new site when publishing.

The solution is quite simple. Open the linked model, and reset the Internal site to 0,0,0. The new site will remain unchanged. I don't think that this should be necessary. As I recall, this has not been an issue in earlier versions of Revit.

Has anyone else encountered this issue, have you found a more practical solution or is this just another bug?

Terminology gets a bit fussy with these features so I'm not positive I'm on the same page with you...

What I describe below happens to me in all versions 2015-2018 and further back if memory serves.

Imagine two models, site and house. I link house into Site, move and rotate it, then publish coordinates (PC). Instead of leaving Internal selected (during PC) I click Duplicate and provide a new name for a second name location.

When I open House and examine the Locations dialog > Site tab I find two locations: Internal and "Alternate". If I change my Site floor plan to use True North orientation making either location current does not change the orientation. The angle between Project North and True North are the same for both locations. Originally Internal would have the same orientation between Project and True North (no change). Once a True North has been established "both" locations have inherited the same values.

The purpose for these named locations is based on an assumption that each named location is intended to represent a copy of the original linked file placed at an alternate location in the site model. So the ordinary process for the first location of the House in Site is to merely overwrite Internal with it's first location in Site. The next copy of House placed in another location (like a housing development project that reuses designs) would have PC applied and a new location defined. In that situation each named location ends up with unique coordinates and rotation.

That allows the single house model to show different site location conditions, Make Current changes that for House and all views are adjusted to show that other position.

If you are reacting to seeing coordinate and angle values in the Project Base Point icon that are related to the Survey Coordinate System (SCS) icon Survey Point (SP), that's a subtle confusing condition. Those values aren't changing the Internal Origin or Project Coordinate System (PCS), it is unchanged. It is merely telling us how far away it is from the SCS's origin, or rather how far away the SCS is from it.
