Hey guys, in my drafting class, I was either not there, or we never went over how to correctly space the floors out in the elevation view. I have the foundation spacing down, but am unsure of what I am supposed to do for the second floor joists and roof? Please help me as this is due soon. in the first attached image I have a completed first story house from west view, and in the second, I have a two story house I am currently working on.

Not sure what you are asking. Can't you tweet you teacher/instructor/classmates ask what the assignment is about?

I am trying to correctly measure stuff circled in picture one, to picture two. Just one singular line for 9 feet doesn't seem right.
That is the thickness of the floor assembly. Create a Floor type consists of all Layers with proper thicknesses and it will gives you the overall dimensions. For example from top down: 1/2" wood finish, 1/4" underlayment, 3/4" plywood subfloor, 10" structural joists, 1/2" resilient channels, 1/2" gyp. bd.
Something like that.
