Why do you need to rotate the project? If you are trying to make it match with True North, then you are wasting your time - True North and Project North (which is what aligns your plans on the sheet) are two different animals. You will see your project oriented to true North on the Site Plan, no where else.
There is a time and stage for rotating projects - and that would be before other disciplines have linked in. The best solution that I could suggest to you would be to Manage>>Rotate Project North, and when you place view titles make sure that North points in the direction that you have set up.
