Currently having an issue with the Properties Palette and Project Browser Palette. I have tried docking/undocking and also turning on/off under the View Tab > Windows > User Interface, but this glitch still seems to occur when dragging the windows. Wondering if this is a graphics card issue or maybe Revit needs to be reinstalled?

Try this - Click on File>>Options. When the Options window opens, just close it out. That has fixed this problem for me many times.

This may be caused by a corrupt installation. Please try repairing the software.

If the uninstall/reinstall process that you started does not clear the issue, try using the following batch utility to reset the interface back to the defaults:
ResetUI.zip
There is a Readme.txt file included in the ZIP, but the steps you would need to take are to close Revit, extract the files from the ZIP, Open the 2018 folder (extracted from the ZIP), and double click on the ResetUI.bat file.
If resetting the User Interface does not clear the issue, then we could go through the more thorough clean uninstall process, and then reinstall Revit:
