Privacy Notice Shows up every time..

I have 2 people in the office to whom this message showed up every time they start revit. 

I ended up modifying all of the .json files in this directory

C:\Users\USERNAME\AppData\Roaming\Autodesk\ADPSDK\UserConsent

and changed 

"userActionRequired": true,

to 

"userActionRequired": false,

Now the message doesn't show up every time, but shows up randomly, maybe 1 in 5 times... Any ideas on what else I can do?
