Hi,
it seems that the snap to Point Clouds is not working in Revit 2017! I tried it with "older" ReCap files and also with an RCP created by the latest ReCap version!
I know that previsous versions of Revit had problems with point clouds with large coordinates (larger than 20 miles) and that the snaps didn't work with these PCs. But now I cannot snap even to PCs with "small" coordinates!
Any ideas how to solve this?

Can you post a screenshot of the Point Cloud you have or better even a copped portion of it? Even with older versions of Revit it is not always the large coordinate and/or 20 miles radius

Here is a screen shot of the same point cloud in Revit 2017 (left) and 2016 (right). In 2016 I can snap to the pc in 2017 not. Same effect with other point clouds and also on other machines.

From the images you provided; my interpretation is as follows:
To Snap to something; you need an element/object which Revit can reference and/or associate what you are modeling with.

In Revit 2016 and 2017 I started the wall command. To enter the start point of the wall I can click on the point cloud. If the snap is working (like in Revit 2016) I get a visual feedback that Revit snaps to the "nearest" point (in a point cloud this is a point on an average plane, indicated by the blue dashed line). Doing the same in Revit 2017 I get no snap! ... and I did exactly the same!
I did a lot of modelling from point clouds in Revit! Trust me, I know when a snap should appear

If your point cloud has the info in it and was scanned the way it is supposed to be scanned then it will snap...if it doesn't have the info in it, it doesn't snap.
So its one of two options...
I do not see any other way to verify this without the point cloud file in question or at least a portion of it...So far I have tested only 2 3D Scans on 2017 and all functioned as they are supposed to!

It seems it is really a bug in Revit 2017. I got a response from Autodesk that they plan to fix it with the earliest service pack.
Thanks for your effort!

Experiencing the same problem here. Would be very nice if they got it fixed soon.
Update:
This is fixed in the Revit version 2017.2.
