Sometimes working with point clouds can be a struggle, I had this issue also a couple of times. There are three solutions I used to get my point cloud visible, not all every time of course. Please try the following solutions, starting at 1.
1). Very simple, you probably already checked it, is the point cloud hidden or not active in your view template?
2). Most of the times the issue is a bug in the Revit template. If you try to fully close Revit and start a new project with an original Autodesk metric template. Then go to floorplan and link the point cloud. What happens, any changes?
3). Another issue that is possible is that the point cloud can't load / is not visible because of an error between the linked files and the project with different coordinates and ways of import. But this should also be solved if you tested solution above.
If this doesn't work your computer capacity can be the problem and/or the settings of it. If it ain't solved yet with solution one and two, can you post your computer specs and point cloud size?
And can you tell me if above solutions made any changes, when you link the point cloud, do you see it loading into the project?

I have had similar issues with RCP files from surveyors.
The point cloud works perfectly in later versions of Revit but has the same visibility issues when imported into R2015.
Is it possible that the version of Recap from which the file was saved dictates to which version of Revit it can be imported? (ie. later version of Recap = incompatible with earlier version of Revit)

I don´t know of any limitations in regards of RCP compatibility between different Revit versions.
