My Process:
Floor plan is [Duplicate with Details]
Plan callouts are not shown; still in view that was copied.
This is critical for what I am trying to get done today. WTF IS HAPPENING?!? All of the sections are still showing up. The callout bubbles still show up in the floor plan that was duplicated... Checked visibility graphics, callouts should be visible.
Desk + Forehead = WHAM WHAM WHAM

yes, they are the same scale (Duplicate with Detailing)
Also, just in case it matters, I'm on Revit LT 2015.

I understand some callouts are not displayed in the new view after using duplicate with detailing. I can imagine the impact this has in your workflow especially if your plan callout has been fully developed.
Is the callout a floor plan callout? If so, Floor Plan Callouts do not show when Duplicate with Detailing is used; However Detail callouts do.
Detail callouts have an instance parameter: “Show in”. Setting this value to Intersecting Views, will display the detail callout when the view is duplicated.

The ability to improve floor plan callouts has been added as a wishlist item.
Detail and reference callouts have an option to show in intersecting views while floor plan callouts do not. A workaround in this case is to create new callout using "reference other view" checkbox just prior to your first pickpoint to reference the floor plan callout. This will help especially if the plan callout is fully developed already.
Alternatively, use detail callouts if duplicate with detailing will be used.

The "Show in" parameter is not available in 2018. How can I get my callout to show in duplicate views?
It is available but you need to assign the view before you draw the callout.
