Placement of Outlets

I am trying to figure out what is governing where the switch is being hosted.

I know the switch family is hosted on a wall, on regular walls it looks fine, but on concrete walls with a flat stud, the switch is being partially buried in the wall. In the switch family it is only hosted on a reference plane called back. Is this supposed to be the face of structure? I can move the actual switch annotation out away from the reference plane in the family out, but then on regular walls it winds up floating very far away from the wall. Any way to specify that the switch should be hosted on the finish face?

Because of the wall thickness differences.  Edit the family and constrain the outlet to the face of the host wall (or a ref plane that locked to the face of the host wall). 

 

That is one reason among many why using face based families is generally preferred over wall based families.
