I'm determined to start using schedules smartly in Revit to avoid manually counting site items like parking spaces, but having a little trouble at the first hurdle!
I'd like to create a schedule which counts total parking spaces by phase, but using the generic Revit parking family and a basic schedule results in Revit overcounting the no. of parking bays by 1 in all cases (see attached screenshots). Any tips or workarounds?

You probably have duplicate elements. Click on a parking bay and type SA (select all) and check how many there actually are (bottom right corner).
This is the issue in your case
Revit sees the family (the array) as a parking space and then the separate elements of the array.
You would need to do some filtering to remove the array part from the schedule so you only get the separate parking spaces
