It looks like you are confused . Hope i can answer all the questions you have.
- First of all, Tekla was just an example. There are a lot of BIM programs which you can use to open IFC files. In Tekla, you can design steel structure systems so that means Tekla is a specialized program about Structural System Design. I said there are a lot of BIM programs which you can use, Just you need to know what kind of program you should use to work on your IFC file. For example , if you need to Design Steel Structure system or If you need Lighting Design , You can use DiaLux or ReLux. It's all about what you need. And You can export what you did on your project to IFC file again and then you can import it to another program. Shortly, Yes it is possible.
I'm not sure about your second question about but i remember that one of the Autodesk BIM360 program do this. I remember it from a presentation and it was looking easiest thing on Earth. I suggest you to search about it. ( Different users from This from can help more effectively maybe ).
If somebody make a change on Ifc file , it does change your Revit model too but you should Reload it from '' Manage Links '' tab. IFC files can be linked to Revit Models.
