i am trying to use the Out Of The Box LVL-Laminated Veneer Lumber-Section DETAIL ITEM. when i place this detail item in my model and rotate it the fill region stays in the same direction as it was in its original position. how can i correct this so that the fill region is relative to the detail item? i am attaching a screen shot of what i described.

do I need to make this change in the family fill region or in the project fill region?
by default in the family it is set to 'orient to view'. I have tried all three options; orient to view, keep readable, & align with element. I cannot seemed to get the pattern to rotate with the element. I am attaching the family for your review
I'm not sure what you are trying to do. The OOTB Glue Laminated Beams-Side.rfa is parametric. Can't you use that one? It does't use a fill. It ARRAYS a Nested Detail Item Family named "Lamination" to represent the actual number of layers of laminate.

A drafting pattern's Align with element only works when the pattern is used in model elements such as walls. See pic below. You need to use a model pattern for the detail component family if you want it to match the rotation of the family in project.
I suppose that I could use the glue lam. my structural engineer was calling for an LVL so I wanted to represent that appropriately by using the Revit LVL.
You can copy the family and rename it whatever you like. All the work is done for you. It's a great family. It'll be the same great family under a different name too.
