Let's say I have a simple vertical pattern to represent a standing seam roof applied to a material... is there a way to offset it (I want to center justify pattern on the roof so both sides have equal space from edge to line) Cant find a way to control this, and even if I use a fill pattern, moving pattern still keeps the pattern lines in same place...

Yes. A couple of ways:
- Tab Select a pattern line and move it to the midpoint of the roof.
- Draw a line or plane at the center of the roof and align a line of the surface to it.

But one caveat - it sounds like you might be using a drafting pattern. 'Moving filled regions around and the pattern doesn't move' = sounds like a drafting pattern.
You'd want a model pattern for this application, which you can move around as @ToanDN said.
Apply a Standing Seam Asset to the Material's Appearance Tab and then use the Texture Alignment tool on the Material's Graphic Tab to align the texture of the render appearance to the surface pattern of the material.

With a model pattern assigned to the roof material, you can dimension to any line in the pattern and the two end points of the roof, select the dimension and click on the EQ (equality) grip. See screen cap below.
If you then need the panel spacing to be center on the middle of a panel rather than a seam, center on a seam as above, tab-select and move one of the seams to half the pattern spacing.
