I can place the elevation marker in the parent view, but not able to place an elevation view into a callout within the enlarged view. There is no template applied. All settings are the same in both views including the view range. I'm not sure what else it can be.

If are you placing them but they do not show/disappear instantly... check the browser for those elevations and change the property parameter Hide at scale Coarser than....alternatively you can change the scale of the view where they are not showing, select the tag when it shows and change the above parameter
If it is not the Hide at scale then is must be the Phasing...if say the plan view was set to New construction and the elevation to existing...those elevations won't show on that floor plan. Either fix the phase of the plan or the elevation so that they match

When you create the callout, make sure it is a Floor Plan callout, not a Detail callout. The detail will not allow you to place elevation tags on the drawing for some reason.
