I'm trying to figure out what annotation family template I need to start with to make a non-scaling annotation. Right now I'm just trying to make a logo for a fellow engineer to include on my cover page. But I do have need for just generic notes that find their way onto title blocks. While these are annotations, they aren't scaling items traditionally, they are just generic notes that go on sheets. Does anyone have a recommendation for which family template to start with?

....I think I may be missing your point. You don't want 1:1, or you do want 1:1?
@barthbradley I just want it to be 1:1. I don't want it worrying about scaling the lineweights or text, etc. This is a Consultant's logo, and I had originally just done mine in my titleblock, but I didn't make a independent logo file to flap on a sheet randomly.
But I do also have a need to just make some generic notes that go on Titleblock sheets at 1:1 and don't need to be scaling annotation like Plan Notes are for example.

Annotations never scale. They are always 1:1 on paper, meaning you place views of different scales on a sheet and the same annotations in those views will show the exact same size on the sheet.
