No crop in drafting view so masking region blocks images

I have a drafting view of a site plan that I want to crop, but since there's no crop view, I've masked the view with a white region. That covers other images linked on the sheet. I tried send to front but doesn't work - how can I keep images visible.

why not just use plan view, insert image and annotation details?
