in 2018.1 I have a multistory stairs that I realize has to start from one level above the one it is starting now.
"Disconnect Levels" tool only works on the levels that were selected to make the multistory stair, and not on the base level.
So I disconnected all levels, and still the stair reads as "Multistory" and I cannot edit the base level.
I have to delete and rebuild the stairs from scratch.
How do we modify the base level of a multistory Stairs? How do we turn a multistory back to a regular stairs?

Nope, did not work.
It complained that the floor to floor distance was different (which is correct, the first flight is higher than the other floor-to-floor heights...
How do we turn a milti-storey stairs (which now is made into a sort of group by Revit 2018) back into a regular stair object, so that we can adjust the base and top levels?

Looks like they forgot to provide the button to return a multi level stairs to a single level. If you don't want to redo the stair, you need a workaround with a bunch of CTRL+C and CTRL+V. See screencast.
