When creating a new level is there a way of making it only appear in the view it was created in. This would prevent the need for cleanup. Other views have levels present, so it's not a question of adjusting visibility graphics in those views.

If the 3d extent of new levels is not within the other views than they do not show in those views.
You do have a couple of options to control cleanup/visibility of working levels vs documentation levels. We have set up a filter that checks to see if the level is checked as 'Building Story' and only displays the 'Building Story' levels in view templates that go on sheets. Not sure if that is what you are after, but it will help manage the visibility of the levels you want to convey onto the sheets vs levels you use for working.

I though about applying a filter, didn't know about building story.
Wouldn't work for only 1 level though. Sometimes I just want one level to show in a single view.
The filter route is more work than it is worth for this.
