I have a detail group nested into a model group. When I am editing the model group, I select "Attach" and type in the detail group name under Attached Detail Group. I select OK and then select Finish. I then get an error message "Group "{Group Name}" is now empty and will be deleted." What does that mean and why can't I attach the detail group? First time this has happened.

I'm not understanding your workflow. Are you attaching annotations to a Group - thus creating a new Detail Group? If the Detail Group is already defined, you don't need to Edit Group to attach it.
Sounds like you are not adding anything to the Detail Group you are trying to create in Group Edit Mode, so the Detail Family is empty. You need to follow-up "Attach" by actually adding the Annos that will be a part of the Detail Group. That make sense?
If you just want to attach a existing Detail Group, select Group and hit this button on the Contextual Tab:
We are creating multiple apartment buildings. Not all apartment buildings are the same. With those apartment buildings we have multiple units. Each unit, which are separate model groups, have different colors assigned to them to show clearly to the owner where each unit will be in each building so they know how many of each unit will be built. In the past we have tried to use color legend for each model group but that did not work very well so we decided to use fill regions for the colors. Not the best I know but the only way we could get colors to the model groups. Plus I can use the fill region for the gross area as the gross area command in Revit always went to the center of wall even though the justification is to exterior of core.
Create each fill region as a separate detail group and attach to appropriate model group. Not all model groups have this error message but some do. Over explained it but I am trying to explain how we got to where we are at on this.

So when you are in Model Group Edit Mode, you are pressing the Attach button immediately followed by selecting a Filled Region -- and at that point, the error is thrown?
Correct. I select Attach while in Edit Group mode and select the fill region detail group. Select OK then select Finish and that's when the error message occurs.

You're doing it correctly. I don't understand why Revit is throwing that error. Bizarre.
