Pretty shocked to discover after some researching that not only can I not have multiple sets of revisions (you can have up to 2 by one being numbered and one being alphabetic but I have 3 so far: one for a permit set, one for a demo set, and another for a gc set) but I also can't search through all my revision clouds. How has this not been implemented? I want to be able to cycle through each revision cloud on each sheet or view so I know where each is located. How am I supposed to keep track of where revision clouds are?! I guess for now I will have to use a word file to list the sheets I have clouds on...

You can have multiple sets of revision clouds in Revit 2022.
Customize Numbering for Revisions
In your example, I have mocked up 5 revision series with your permit (P01, P02, etc), demolition (D01, D02, etc) and general contractor (GC01, GC02, etc) as a possible numbering pattern. These can also be numerical and filtered if you require the revision schedule to show only one or more sets (ex. GCXX only).
As for your statement on searching for revision clouds across the whole project, I don't know if it supported.

Well, a sheet schedule filtering and/or sorting for a specific revision type or number will tell you which sheets have revision clouds. At least that is how I understand the last sentence relating to a list of the sheets that clouds are on.
There are many version control methods and it may be useful to distinguish between revision clouds, meant to highlight a change, and a Changelog which catalogues the changes. In the case of a Changelog, you can create custom annotation families that can be scheduled and placed in either the model or views allowing the user to enter the information you need to track.

If you use Revit 2022 (maybe earlier versions but I skipped 2020 and 2021 so i am not sure), you can have as many sets of numbering as you want.
Regarding searching revisions, try pyRevit and see if it provides any Tools that are useable for you.
