I have four duplicate buildings on four separate sites. Each will have its own permit set, CD set, etc. Is there a way to have one single model which contains all these sets? Every detail will be the same, so I'm not interested in re-annotating every single one.
So only Project Info parameters are different among them?
- keep all your in the one Master project model
- create 4 empty models with Project Info for the 4 projects
- when you need to print Project 1, Transfer Project Standards > check ONLY Project Info category, from the blank project 1 model to your master and print
- similar process for other 3 projects
Transferring project settings really only brings in things like lineweights and annotation styles, no?

No, if you check only Project Info box.
If there are only several differences among these buildings, I think you could try to deal with them in one model.
You can make all the annotations for the same part of each one first, and then duplicate the view with details to finish the rest for other difference in site in order to make use of the model as more as possible.
For the project information, you can add some project parameters for Project Information, in which you can fill in different values for each building.
Finally you can make different sheets using these views and project information.
