This is probably a very easy question to people who know the answer, but I just couldn't figure out how to move the elevation tag - only the tag - I have no problem to move the view itself by dragging it.

post the file - could be a few things... But it sounds like part of your tag is hidden. The default Revit tag is a square surrounded by 4 triangles - 1 on each side (don't need to have all 4...). In that scenario, you would move the square and it would move the triangle. So unhide the rectangle and move it.
Are you dragging the elbow?
....that doesn't look like a Spot Elevation. Is it something else? Do you see Constrain and Disjoin on the Options Bar when you select it? If so, uncheck/check those boxes.
Trying turning off the Crop Boundary temporarily and moving it. That free it?
You need to select the box that the marker is attached to. Its invisible in your view. Just hover your mouse behind the arrow, press tab if you need to, and it should pop up.
When hover the mouse over the tag, there is no box showing up, it is something different.
Not over the tag, behind it. Look where the box is located in relation to the tag. You may need to tab through other items to get it to show.

I can move the cut plan, just can not move the TAG in triangle shape, or you call it MARKER.
can you move the marker circled in green? If you can, how do you move it?
Just Drag it. Unpin it first if it's pinned.
...by "drag", I mean select it and hold the mouse button down while moving the mouse. Marker should follow along for the ride. Yours doesn't?
I'm thinking it's Pinned and you have Select Pinned Elements turned off.

It is unpinned. Dragging the blue cut line and scope box doesn't move the marker at all.
