There must be easy and quick way to do it.
I need to move my whole building to another level. All level must stay where they are just building need to move 1040 mm up to the level which already I have in project.
how can I do this. see attached image

I would go to a 3D-view in which the entire building is visible. Drag a selection box around the entire building, use the "filter" tool to make sure you only have relevant elements selecteds (ie. deselect levels, reference planes if they should stay where they are), go to an elevation view and then use the move tool to offset alle elements upwards.
Does this not work for you?
Find the Project Base Point, keep it clipped, and change the elevation value. That's what this point is for.

I understand and am glad that physically moving the model worked for you. However, I would like to stretch that if a project is complex with elements hosted by levels, and the documentation status of the project is more finished with annotation, views, sheets in place, then physically moving the model in any directions, especially in Z direction, is not the ideal approach.
Please screencast what I would do if I were you. Of course, this is a very simple example. If the project is more complex such as with topography and other buildings on the site that may or may not need to move, there would be more steps to take.
