Modified dimension wall

Hello, 

1) there's possibility to modified dimension of exterior of wall and not in the interior if a click on the opposite wall like revit allows?

2) why if I click above dimension and it's unlocked I can't modified that ( "value dimension" attach)?

You need to click on the wall, not the dimension, then a dimension will appear and you can click on the dimension value and change it.
