Model not relinquishing on STC

Revit 2022 is not relinquishing borrowed or user worksets when Save to central with all boxes checked. 

This is happening on a couple of different models, but not all. 

Sequence

1. Synchronize and modify settings 

2. Check all the boxes 

3. Sync goes through as normal (all green bars)

4. Close the model - Get relinquish warning. 

Happens multiple times. One model takes 3 tries to get all the worksets relinquished. This model will not let them go even if I relinquish at close. When I open again they are still selected. 

Sometimes relinquish all mine works but other times not. 

Don't want to leave WS open after closing the model. 

Models are B360 cloud workshared.

Are these linked files you synchronizing with ?

No the main model is not relinquishing. Has nothing to do with the links

Have you tried to recreate the Central file?

No models are B360 and have multiple links issues and external connectors. That would be a huge chore, and we lose all our change history.

I can get it to relinquish if I try enough times, or I can use the manage models.

I can also get it to relinquish when I close out via the dialog.  But I have closed the model, waited a bit then walked away from the PC only to come back and its waiting for me to relinquish rather than closing the model. Don't want to leave it that way 

What I really want to know why its not relinquishing when asked. Never seen that occur on central or cloud models.

Here is the process I went though yesterday trying to figure out where the issue is.

1. Check out a user workset and borrow a few items
2. Sync and modify
3. Check the two boxes that are live, OK
4. Sync goes all green
5. Open the sync and modify again. All boxes are halftone
6. Close the model
7. Get the relinquish warning-cancel
8. Open the sync and modify again
9. Check the 2 boxes that are again selectable-OK
10. Synch goes again all green
11. Repeat 3 times and it will finally go through
12. Or I just relinquish at close. 

BUT when I am syncing to relinquish for an other user I have to close out to get the workset or borrow to close so they can take over when these models get stuck in this mode. Sync doesn't work, relinquish mine doesn't work.

I would say is to unlink all your links with your main model file save the current ones and load them back in.
