measurement tools disappearing

Measurement tools disappear. I uninstall and reinstall.  All the tools are present until I close the software.  Next time I open Revit 2018 tools are gone again.  I have updated to .2 not sure what else to try.  Help?

1. Are you referring to the actual Measure tool, or are you referring to the annotative Dimension tools?

2. Do you mean it/they literally don't appear in your toolbar/ribbon at all, or do you mean they are "grayed out" and unavailable for use?

The first time I use the software everything is there.  When I open my project again to work on it, lots of tools are greyed out. It's probably user error, it's been awhile since I've used the software on a consistent basis, but I've read and read and can't find an answer.  I've even gone back to the 2017 version and this is happening.  Any help would be really appreciated.

Some tools only work in certain views. For example, if you open a 3d view, measuring tool is greyed out, among other things.
