My material tag is free end and I can not change this
Or maybe I can in the family? I am not sure how to do it

I believe this is because it's a built-in parameter. These parameters are predefined and cannot be deleted or renamed by users. Some built-in parameters are read-only, meaning their values are calculated by Revit or are essential for the internal functioning of the software. These cannot be edited directly.
You can try creating a shared parameter named "material," then create a project parameter with that information. Associate it with all categories of the project, and then create a tag in the generic annotation family with that parameter. Load to project, enter the material value by tiping in edit type inside your elements.

I would suggest the reasoning is because Material Tags pick-up information based on the element the arrow point hovers over (as opposed to being hosted as per other Tags).
The Tag All Tool does not include Material Tags which reinforces the above assumption as these are Fixed position based.
