I would like to use assets contained in assetlibrary_base.fbm. The image above displays that library in the material browser after I opened it, however nothing is accessible from the folder and it appears to be locked. I am using the Student Version.

However, why dont the assets in that library display in the browser.

About Locked Libraries
By: 
A locked material library is protected from having materials modified, added, or deleted from its contents. If you create a standard material library for use by several members of a project team, you can lock the library to prevent unwanted changes.
The method for locking a material library uses the Windows feature for creating a read-only file. To lock a material library, find the library file in the directory structure of your computer. The path to a library displays in a tooltip when you move the cursor over the library name in the Material Browser. All material library file names have the extension .adsklib.
To lock a material library, right-click the file in a Windows Explorer window, click Properties, and then select the Read-only attribute.
If the library you locked is displayed in the Material Browser library list, the lock icon may not appear beside the library name until you remove that library from the list and then open (load) it again. You can do both operations with the browser toolbar menu.

Those are exactly the steps I took to load the library. assetlibrary_base.adsklib was the file I chose. However the assetlibrary_base folder displays above the original AEC Materials with nothing in the window to the right.

Material library is part of the complete Revit installation package, you can u se alternative download methods, Download Now or Browser Download to download Autodesk software installer and proceed with the product installation after downloading the complete installation package.

I uninstalled then installed again the Materials Librarys Regular and Advanced.
After successful installation, the assets will not display in the right window of the Materials Browser as before the reinstall.
I am using Revit 2019 and I seem to recall that I could load an additional materials library and the assets would be available for selection and addition to the current project. Has something changed in 2019 that prevents me from seeing the assets?

And, Yes; Big change to Materials in 2019. However, I don't think those changes would cause your issue.

No assets or just different format? There is a drop-down in both sections for formatting (e.g. Document Materiials, View Type, Sort, Thumbnail Size). Have you checked those settings?
BTW: is there an arrow next to the Library Folder now? Can you now expand the folder to see a list of the assets?
Kinda back to square root one then. No Materials in Library. And you are sure there is, right? Couldn't have grabbed the wrong one by accident?

Interesting. Thanks for sharing. The previous troubleshooting info I linked you to, actually suggested turning off Window feature .NET Framework in Step 4.
