Making an architectural seal turn on/off in a titleblock family

I'm trying to make a titleblock family such that the seal and signature can be turned on/off conveniently, similar to freezing layers in AutoCAD. It seems like this can be done with a yes/no visibility parameter, but I can't figure out how to make it work.

 

I managed to create a family type and add a parameter to it, but this parameter seems to have no effect. The parameter type is a yes/no type under the group "visibility." I can't seem to figure out how to connect the seal itself to this parameter. Right now I have the seal drawn in the titleblock itself (so it's always on at this point) and I also have it in an external generic annotation family file. 

 

I see an option for a "formula" in the Family Type dialog but don't know how to use it or if it applies here. I'm using Revit 2015 and can't seem to find anything on this topic for this version.

I tried following that, and on Part 2, step 4: "On the Family tab of the Design bar, click Symbol and place the architectural stamp" I got stuck. I don't see a "Design" bar anywhere. That walkthrough says it's good for Revit 2008 and 2009.

look on your Annotate Tab under Symbol.  Don't you want the Seal on the Titleblock? Those instructions where "Design Tab" is mentioned is for placing the Seal in the Project.  Just place your "Symbol" (e.g. Annotation Family w/ Seal Image) directly into you Titleblock Family and create a visibility parameter for it (Instance).
