You'll need to provide more info or a picture. Or both.
Load the Air Terminal family Supply Diffuser - Sidewall and see if it can't be adapted to meet your needs.
Do you mean you want to create louver along wall using Curtain Wall System by apply Louver Blade Shape as the horizontal Mulions?
Attached is the one I have in my mind reading your question. Please advise.
Create your own louver fin.
1A. Create new family based on Profile - Mullion template.
1B. Give family at least one type.
1C. Save family with unique name.
1D. Load family into project.
2A. Create new mullion type by duplicating an existing type and giving new unique type name.
2B. Create new curtain wall type by duplicating an existing type and giving new unique name.
2C. Assign empty panel to new curtain wall type.
2D. Assign new mullion type to Horizontal interior mullion parameter of new curtain wall type.
2E. Assign desired louver spacing as necessary.
3A. Draw new curtain wall in project, using new curtain wall type.
3B. Adjust height and offset as necessary.
3C. Adjust curtain wall type parameter for louver spacing as necessary.

I have limited internet connection at my place, so I cannot see chrisplyler video. But through his step by step tutorial, it's also the way I create louver window using Curtain Wall System.
If you don't have the louver fin/blade profile, you can search in google or ask for CAD file from the company producing louver windows.
After you've done create the louver, you can make the angled slice at the top corner (as per your photo) by using edit wall profile (click Edit Profile in Mode category in ribbon while the curtain wall selected). The louver fins/blades will cut as per the profile you created.
But if you have a lot of this kind of louver (using curtain wall system), in my experience it will slow down your computer performance. So, in my previous project, I'll create a generic model no host family, or put this louver curtain wall system into workset that will not shown in any views.

They already come from the manufacturer with angle (oblique).
Unless you want to create a controllable angle parameter for the blades type such as below:
Then, I think you have to create a family with a parameter for it or create separate files for each angle.
To model them using a curtain wall accurately? You would need to create various Curtain Wall Panel - Pattern Based families, at least two to represent alternate alignments so that each louver can be continuous across the borders and two more for each additional size panel if your wall will contain a layout more complex than a symetrical grid of squares as I have shown. I have colored the two different panels differently so that you can see that the alignment of the louvers is different for them. These panels will have to be placed on a divided surface mass face in a new conceptual Mass family. You will need a separate, unique Mass family for each such wall or wall section. The brick and the concrete are added only for visual context.
The scope of creating this is beyond my ability to provide step-by-step instructions in a forum post. You will need to learn how to model divided surface Mass faces, and how to create and apply pattern based curtain wall panels to them. I suggest the following series of videos as a beginner's guide:

An alternative that might be easier for beginners would be to use in-place components to model the louvers as sweeps, using the face of a generic wall as the work plane. Doing a lot of it with this method, although more simple in procedure, is likely to be more tedious in the long run than learning the divided surface method.

2. Then Select all mullions and Hide them Manually if it small amount otherwise Make them with Group Filter to Hide by View Template.
