Link a Model line to a detail line

Hello, 
I am having an issue where I need a line to show above everything in a view, but the family I am using uses a model line, (Its a CODE Measure line for a Code Analysis Fire Safety Plan)
Is there a way to either:
        1. Have a Live link between a Detail Line where they both move at the same time when either is modified

or 

       2. Have a Detail line added to this family, so I can control/arrange the line so it displays on top of everything else                  (Crosses walls and modeled elements on a view)

Why not create a line base family that will show both model line and detail line? See attached

I believe I have a line base family, but when used in the model, it visually goes under modeled items.

You have to add projection line

Afterward you can control where the line exist base on the projection height

Maybe you can draw some reference planes, so that you can see them in every view at the same position, and then align and lock lines to those reference planes.
