In the attached tag, I have been able to turn off the arrowheads on the leaders when it is inserted. However, the leaders are too thin, they need to be a thicker lineweight. Is that possible? When inserted, it needs to look like the attached screenshot

You do not have complete control over each separate element of the tag but with graphics overrides you can modify the lineweight

Awesome! This seems as though it will modify the leader for all generic annotations, though. Is there any way that this change can only be made for a particular leader?
Do you notice how underneath the Generic Annotations line, there are three sub-lines?
If you open/edit the family for that annotation, you can select each bit of it in turn and look at what subcategory they are assigned to, changing them if required. You can even create a new subcategory there in the family, assign all the linework to that subcategory, load the whole family back into your project, and then you will will find that new subcategory there in the list and can override independently of the others.

Since you cannot assign a subcategory to leaders of annotation symbols, you have to select the elements (use select similar if they are of the same type), and Override Graphics in View by Element.
